SANTA BARBARA - Seven drug investigations led Sheriff’s Narcotics Detectives to arrest 23 people at locations throughout Santa Barbara County on virtually every day between Monday and Friday last week.
The most significant occurred in Summerland last Thursday, January 28, 2010 when Narcotics Detectives seized over one pound of Methamphetamine and arrested three people.

After a two month long investigation, Narcotics Detectives served a search warrant at suspected methamphetamine dealers’ residence in the 100 block of Hollister St. in Summerland. During the service of the search warrant, one of the suspects, Samantha BRISCOE (DOB 6-23-81), was contacted inside the residence. The additional suspect, Alfonso CANO (9-13-62), fled out the back door and attempted to escape. He was ultimately arrested and provided deputies with false names. He was eventually identified and found to have a felony immigration warrant from Immigration and Customs Enforcement (ICE).
CANO was booked into the Santa Barbara County Jail without bail due to his immigration status for the following charges:
11378 H&S – Possession of methamphetamine for sales,
11379 H&S – Transportation of methamphetamine for sales,
148(a)(1) P.C. – Obstructing/Resisting an officer,
148.9 P.C. – Providing false identity to a an officer.

A third suspect, Charles COOPER (11-23-75) who worked with BRISCOE in a restaurant in the 2300 block of Lillie Ave. in Summerland, attempted to alert BRISCOE and CANO to the detectives’ arrival. He was arrested at the restaurant for obstructing the investigation and for being in possession of drug paraphernalia. Over 1 pound of “Ice” methamphetamine packaged for sales, scales, packaging materials and other items indicative to narcotics sales was located. The street value of the methamphetamine is estimated at $46,000. Approximately $3,000 in cash was seized from CANO pursuant to State Asset Forfeiture Laws.
COOPER was booked into the Santa Barbara County Jail with $2,500 bail for the following charges:
148(a) (1) P.C. – Obstructing/Resisting an officer,
11364 H&S – Possession of drug paraphernalia.

BRISCOE was booked into the Santa Barbara County Jail with $30,000 bail for the following charges:
11378 H&S – Possession of methamphetamine for sales,
11379 H&S – Transportation of methamphetamine for sales.

Sheriff’s Narcotics Detectives concluded a joint investigation with the Santa Maria Police Narcotics Detectives with the arrest of 42-year-old William Elijah for Sales of Cocaine and Possession for Sale of Cocaine base, 11352 HS and 11351.5 HS. Approximately 14 grams of rock cocaine was seized and Elijah was booked at Santa Maria Branch, Santa Barbara County Jail for several counts of rock cocaine sales. A total of 2 ounces of rock cocaine was seized during the course of the investigation.

After a four-month long investigation, Narcotics Detectives arrested six suspects suspected of dealing heroin, methamphetamine, and cocaine in Santa Barbara County. Narcotics Detectives conducted parole and probation searches at the dealers’ residences within Santa Barbara County.
The first suspect, Dylan SWALLEY (6-5-88) was arrested in the 5500 block of Campana Court in Goleta for (2) felony warrants for violation of probation and drug charges. He was also under the influence of a controlled substance and in possession of drug paraphernalia.
The investigation then led Detectives to the 600 block of W. Mission St. in Santa Barbara; while there, Detectives contacted a wanted “Parolee at Large” Chad MAJOR (12-10-82) and a female suspect, Madison WIEHL (5-28-87). MAJOR was found to be in possession of heroin, methamphetamine, and Oxycontin for sales. He was additionally under the influence of a controlled substance and in possession of stolen property. WIEHL was found to be under the influence of a controlled substance.
Detectives contacted additional subjects who were inside a residence that MAJOR had just left. Detectives contacted Michelle CUELLAR (4-25-73), Nhat NGUYEN (7-15-84), and Dewitt CLINTON Jr. (9-3-80). CUELLAR, CLINTON and NGUYEN were all found to be in possession of methamphetamine, drug paraphernalia and being under the influence of a controlled substance.
SWALLEY was booked into Santa Barbara County Jail (SBCJ) without bail due to his Probation violation. MAJOR was booked into SBCJ without bail due to his Parole violation. CLINTON was booked into SBCJ without bail due to his Parole and Probation violations. WIEHL was booked into SBCJ with $2,500 bail. CUELLAR and NGUYEN were booked into SBCJ with $10,000 bail.

Narcotics Detectives conducted a probation search in the 900 block of West Donovan. 34-year-old Luis Morales, 22-year-old Rudy Ramos, and 31-year-old Jose Resendez were all found to be under the influence of methamphetamine, 11550(a) H&S. All were booked into Santa Maria Branch, Santa Barbara County Jail. Ramos and Resendez were also booked on parole violations. While detectives entered the residence, 27-year-old Rico Santoni fled out of the back yard. Detectives notified Santa Maria Police Department who found Santoni later in the day. During that encounter, Santoni tried to flee again but apprehended. Santoni was booked at Santa Maria Branch, Santa Barbara County Jail for being under the influence of a controlled substances and a parole violation. Santa Barbara Narcotics Detectives added two charges of Resisting Arrest, 148 PC.
Wednesday, January 27
Narcotics Detectives served a search warrant in the 200 block of N. Palisades in Santa Maria. 23 year old Jake Jacobsen, 52 year old Ken Jacobsen, 28 year old Richard Alcocer and 44 year old Gabriel Manriquez were all arrested for 11550(a) HS. Manriquez and Alcocer were cited and released. Jake and Ken Jacobsen were taken to Santa Maria Branch, Santa Barbara County Jail where they were booked for 11550(a) HS. Jake Jacobsen was also booked on a probation hold.

Narcotics Detectives served a search warrant in the 1100 block of Glines Avenue in Orcutt. 23-year-old Kyle Lathery was arrested for possession of methamphetamine, possession of methamphetamine paraphernalia and being under the influence of a controlled substance. He was booked into SMJ for 11550(a) HS and 11364 HS.
Friday, January 29
Narcotics Detectives conducted a probation search in the 4100 block of Lockford in Orcutt. One of the residents, 26 year old Saam Massoudi was arrested for Possession of narcotic paraphernalia, being under the influence of a controlled substance and Conspiracy to distribute narcotics (11364 HS, 11550(a) HS, 182 PC, 11352 HS and 11379 HS) and was later booked into the Santa Maria Branch, Santa Barbara County Jail. During the search, several people came to the residence to purchase methamphetamine and other narcotics. 43-year-old Daryl Evans and 30-year-old Mario Cambronero were both arrested for being under the influence of a controlled substance (11550 H&S). A third subject, 25-year-old Charles Bennett arrived to purchase narcotics. He was also under the influence of cocaine and he had left his 6-year-old daughter waiting in his car outside. Bennett was arrested for felony child endangerment, being under the influence of a controlled substance and resisting arrest 273a (a) PC, 11550(a) HS, 148(a) (1) PC and Child Welfare Services responded for his daughter.
